Sundash r32p tanning bed wont work

I have a 1994 Sundash r32p. I turned my bed on yesterday and the top bulbs do not work. Well four of them try to work but come on very dim. the rest of them have a faint glow on the ends of the bulbs. I swapped all the bulbs from the bottom to the top (because I know all these work) and when i turned on the bed the same thing happened. The bulbs still have about 600 hours left on them.
