FRUSTRATED home tanner

I have no idea why SOME (3) bottom bulbs will not turn on...? I have changed the bulbs and to no luck they still will NOT turn on! any idea why this could be? Do I need a new ballasts? A new bulb end? getting so frustrated I am ready to just put it to the curb!
