if you go to a professional lighting house for the film industry, I believe you'll find that they have a wide selection of colored fluorescent bulb sleeves that both filter and enhance desired wavelengths

Your expectations may be too high. Most home units use a lower wattage lamp[ 80- 100 watts] and usually have fewer lamps than a salon grade bed. I would suggest purchasing a lamp w/a slightly higher UVB output and use a brand name such as Philips or Cosmedico. Lastly, a high quality lotion will makeup for the lack of tanning power in your bed.
